Config Surgeon: Edit to an Exact Target

The app config at /root/app/signal9.conf is going to production tonight and needs three precise edits: debug mode is still on, a scratch line someone left behind must go, and the new metrics endpoint hasn't been declared. Open the file in vim and perform surgery: change 'debug = true' to 'debug = false', delete the entire line containing 'REMOVE-ME', and add the line 'metrics_endpoint = /metrics' at the bottom of the file. Precision counts — the deploy tooling reads this file literally.
